Vietnam List of Medium-risk and High-risk Products and Goods was issued by the Ministry of Industry and Trade (MOIT) on June 30, 2026, and takes effect on July 1, 2026, repealing Circular No. 41/2023/TT-BCT. The medium-risk list covers six categories: tissue paper and toilet paper; chemicals and chemical-containing products (including fluorescent lamps, industrial sodium hydroxide, PAC, industrial ammonia at 10%-35% concentration, lead-containing paints, and textiles containing formaldehyde and aromatic amines from azo dyes); industrial explosives and high-power explosives; accessories for industrial explosives; industrial machinery, equipment, and materials; and explosive precursors. Specific products under the high-risk category are not enumerated in this Circular.

Vietnam List of Medium-risk and High-risk Products and Goods is available

The Department of Environment and Natural Resources (DENR) has recently issued DENR Administrative Order No. 2026-24, formally incorporating 81 new chemicals into the Philippine Inventory of Chemicals and Chemical Substances (PICCS) as part of the CY2024 inventory update. The Order was published in The Manila Times on July 15, 2026, and shall take effect fifteen (15) days following the date of publication.

This update is issued pursuant to Republic Act No. 6969 (RA 6969), otherwise known as the Toxic Substances and Hazardous and Nuclear Wastes Control Act of 1990, and its Implementing Rules and Regulations (DAO 1992-29), and is intended to further regulate the importation, manufacture, handling, storage, sale, distribution, use, and disposal of chemical substances in the Philippines. Under the said regulations, chemical substances not listed in the PICCS are deemed "new chemical substances," and their importation or manufacture shall require the prior submission of a Pre-Manufacture and Pre-Importation Notification (PMPIN) and the issuance of a Certificate of Compliance.

On July 31, 2026, the Japanese Ministry of Health, Labour and Welfare issued an updated notification, adding 38 substances to the list of chemical substances announced after April 1, 2011.

Substances were added to the Japan Existing and New Chemical Substances Inventory (ENCS)-(as of Jul 31, 2026)

Philippines Implementing Rules and Regulations on Controlled Chemicals are administered by the Philippine National Police (PNP) pursuant to Presidential Decree No. 1866 (PD 1866)​ and Republic Act No. 9516 (RA 9516). The inventory encompasses 32 chemical substances—including ammonium nitrate, chlorates, nitrates, nitric acid, perchlorates, and hydrogen peroxide—as well as their mixtures at specific concentrations. The importation, sale, or possession of these substances requires a valid Manufacturer’s, Dealer’s, or Purchaser’s License issued by the PNP Firearms and Explosives Office (FEO). All transactions must be maintained as permanent records and are subject to inspection by the competent authority. Non-compliance shall result in the revocation of licenses and confiscation of the chemicals.

Philippines Implementing Rules and Regulations on Controlled Chemicals is available

On August 3, 2026, the Australian government issued a notification to update the Australian Inventory of Industrial Chemicals, in accordance with Section 83 of the Industrial Chemicals Act 2019, with the addition of one chemical substance.

A substance was added to the Australian Inventory of Industrial Chemicals (AIIC)-Aug 11, 2026

On August 4, 2026, the Ministry of Ecology and Environment (MEE) issued Announcement No. 40 of 2026 on the supplementation and amendment to the Inventory of Existing Chemical Substances in China (IECSC). Pursuant to the relevant provisions of the Measures for the Environmental Management Registration of New Chemical Substances (MEE Order No. 12) and its supporting documents, 4 eligible chemical substances and 482 registered new chemical substances have been included in the IECSC.

Annex 1 to the announcement covers four chemical substances, all of which were manufactured, sold, processed, used, or imported within the territory of China prior to the implementation of the new chemical substance environmental management registration system (i.e., before October 15, 2003). According to the announcement, these four substances correspond to the chemical substances proposed for inclusion in the IECSC as "the second batch of 2025 (14th batch in total)" publicly notified on August 11, 2025. Their substance identification information is fully disclosed, and no scope of environmental management for new uses has been designated.

Annex 2 to the announcement covers 482 chemical substances, all of which are new chemical substances that obtained regular notification registration certificates in accordance with the Measures for the Environmental Management of New Chemical Substances (former Ministry of Environmental Protection Order No. 7). These substances have been proactively included in the IECSC by the competent authority upon the expiry of five years from the effective date of MEE Order No. 12. With this inclusion, all new chemical substances that obtained regular notification registration certificates under Order No. 7 have now been fully listed in the IECSC.

486 substances were added to the Inventory of Existing Chemical Substances in China (IECSC)

On July 17, 2026, the Office of Environmental Health Hazard Assessment (OEHHA), under the California Environmental Protection Agency (CalEPA), issued a notice adding four substances—hydrochlorothiazide, voriconazole, tacrolimus, and welding fumes—to the list of carcinogens under the Safe Drinking Water and Toxic Enforcement Act of 1986, commonly known as Proposition 65.

Under Proposition 65, any business operating in California must provide a clear and reasonable warning if its products, premises, or emissions contain a listed chemical and the exposure level exceeds the safe harbor threshold, informing consumers or workers that the substance is known to cause cancer or reproductive harm. The warning requirement takes effect one year after the chemical is added to the list.

Furthermore, the Act strictly prohibits any business from knowingly and intentionally discharging listed chemicals into sources of drinking water during operations within California. Upon a chemical's listing, businesses have twenty months to implement discharge control measures to ensure full compliance with this prohibition.

On July 22, 2026, the Australian Government issued a notification to include a chemical substance in the Australian Inventory of Industrial Chemicals, in compliance with Section 82 of the Industrial Chemicals Act 2019.

Vietnam List of Controlled Explosive Precursors was issued by the Ministry of Industry and Trade of Vietnam (MOIT) on November 7, 2024, in accordance with Circular No. 23/2024/TT-BCT, and entered into force on January 1, 2025. The list mainly comprises two parts:
Appendix I: List of industrial explosives, industrial explosives accessories, and high explosives permitted for production, trading, and use in Vietnam. This list specifies the particular types of explosives permitted for lawful production, trading, and use within Vietnam. For products listed therein, their production, trading, import, export, and use are subject to licensing by the relevant authorities and must satisfy corresponding quality management requirements.
Appendix II: List of explosives precursors permitted for production, trading, and use in Vietnam. This list includes key chemical raw materials that can be used to manufacture explosives, aimed at preventing such precursor substances from being illegally diverted or channeled into unauthorized distribution channels. Similar to industrial explosives, the production, trading, and import/export of precursor substances listed therein are also subject to a licensing system and must satisfy all conditions set forth in the Law on Management and Use of Weapons, Explosives, and Supporting Tools.
