Czech Republic List of Addictive Substances is established under the Addictive Substances Act (Act No. 167/1998 Sb.) and Government Regulation No. 463/2013 Sb. Following the structure of international drug control conventions, it divides substances into seven schedules of escalating control (with an additional Schedule 8 for preparations). It regulates traditional illicit drugs such as heroin, methamphetamine, cocaine, and LSD, as well as certain potent synthetic opioids. The list distinguishes criminal offences from misdemeanours by setting “larger quantity” thresholds; for example, possession of more than 1.5 grams of methamphetamine or heroin constitutes a criminal offence. The list is subject to ongoing updates: in 2026, HHC (hexahydrocannabinol) was transferred from the ZPL list to Schedule 4 (Psychotropic Substances), while 19 nitazene derivatives and spirochlorfin were added to Schedule 3 (Narcotic Drugs).

Estonia List of Narcotic Drugs, Psychotropic Substances and Substance Groups is administered by the State Agency of Medicines (Ravimiamet) under the Narcotic Drugs, Psychotropic Substances and Precursors Act and Decree No. 73. Controlled substances are classified into six schedules (Schedule I–VI), each differing in regulatory strictness and the types of substances covered. All handling of controlled substances—including possession, manufacture, import/export, and distribution—is permitted solely for medical or scientific purposes. Entities must appoint a responsible person, establish internal handling procedures, and maintain detailed records.

Estonia List of Narcotic Drugs, Psychotropic Substances and Substance Groups is available

To ensure the accuracy and timeliness of the Non-Domestic Substances List (NDSL), Environment and Climate Change Canada (ECCC) has recently updated the NDSL. This update involves the addition of 1,261 substances and the removal of 23 substances to reflect current usage trends in the international market. The adjustment aims to streamline regulatory processes and ensure the list better serves Canada's chemical management needs.

Update the Canada Non-Domestic Substances List (NDSL) to the latest version

Environment and Climate Change Canada (ECCC) has completed the update of the Domestic Substances List (DSL) in accordance with the relevant provisions of the Canadian Environmental Protection Act (CEPA). The list has been upgraded to the latest version as of July 2026.

This update includes the addition, removal, or modification of certain substances to ensure compliance with current environmental and health assessment standards. The revised DSL will continue to serve as a key reference for chemical management in Canada. Substances not listed on the DSL remain subject to the New Substances Notification Regulations (NSNR) under applicable legislation.

Update the Canada Domestic Substances List (DSL)-Latest Version as of July 2026

Vietnam List of Medium-risk and High-risk Products and Goods was issued by the Ministry of Industry and Trade (MOIT) on June 30, 2026, and takes effect on July 1, 2026, repealing Circular No. 41/2023/TT-BCT. The medium-risk list covers six categories: tissue paper and toilet paper; chemicals and chemical-containing products (including fluorescent lamps, industrial sodium hydroxide, PAC, industrial ammonia at 10%-35% concentration, lead-containing paints, and textiles containing formaldehyde and aromatic amines from azo dyes); industrial explosives and high-power explosives; accessories for industrial explosives; industrial machinery, equipment, and materials; and explosive precursors. Specific products under the high-risk category are not enumerated in this Circular.

The Department of Environment and Natural Resources (DENR) has recently issued DENR Administrative Order No. 2026-24, formally incorporating 81 new chemicals into the Philippine Inventory of Chemicals and Chemical Substances (PICCS) as part of the CY2024 inventory update. The Order was published in The Manila Times on July 15, 2026, and shall take effect fifteen (15) days following the date of publication.

This update is issued pursuant to Republic Act No. 6969 (RA 6969), otherwise known as the Toxic Substances and Hazardous and Nuclear Wastes Control Act of 1990, and its Implementing Rules and Regulations (DAO 1992-29), and is intended to further regulate the importation, manufacture, handling, storage, sale, distribution, use, and disposal of chemical substances in the Philippines. Under the said regulations, chemical substances not listed in the PICCS are deemed "new chemical substances," and their importation or manufacture shall require the prior submission of a Pre-Manufacture and Pre-Importation Notification (PMPIN) and the issuance of a Certificate of Compliance.

Substances were added to the Japan Existing and New Chemical Substances Inventory (ENCS)-(as of Jul 31, 2026)

Philippines Implementing Rules and Regulations on Controlled Chemicals are administered by the Philippine National Police (PNP) pursuant to Presidential Decree No. 1866 (PD 1866)​ and Republic Act No. 9516 (RA 9516). The inventory encompasses 32 chemical substances—including ammonium nitrate, chlorates, nitrates, nitric acid, perchlorates, and hydrogen peroxide—as well as their mixtures at specific concentrations. The importation, sale, or possession of these substances requires a valid Manufacturer’s, Dealer’s, or Purchaser’s License issued by the PNP Firearms and Explosives Office (FEO). All transactions must be maintained as permanent records and are subject to inspection by the competent authority. Non-compliance shall result in the revocation of licenses and confiscation of the chemicals.

Philippines Implementing Rules and Regulations on Controlled Chemicals is available

On August 3, 2026, the Australian government issued a notification to update the Australian Inventory of Industrial Chemicals, in accordance with Section 83 of the Industrial Chemicals Act 2019, with the addition of one chemical substance.
