China-Are dangerous goods transported in excepted quantities regulated by Article 15 of the Regulations on the Regulations on the Safety Management of Hazardous Chemicals?

Specific Q: Article 15 of the Regulations on the Regulations on the Safety Management of Hazardous Chemicals states: Hazardous chemical production enterprises shall provide safety data sheets for the hazardous chemicals they produce, and shall attach or hang chemical safety labels that correspond to the hazardous chemicals inside the packaging (including outer packaging). The content specified in the safety data sheets and chemical safety labels shall comply with the requirements of national standards.

Question 1: I would like to ask whether dangerous goods transported in excepted quantities need to be regulated in accordance with the above regulations? (Our country's national standard "GB 28644.1-2012 Excepted quantities and packing requirements of dangerous goods" states "Dangerous goods transported in excepted quantities, except for the following a, b, comply with the provisions of this standard and may be exempt from any other requirements for the transportation of dangerous goods" a: Training requirements for personnel engaged in the transportation of dangerous goods, see "United Nations Recommendations on the Transport of Dangerous Goods" 1.3; b: Requirements for classification, classification procedures, and packaging group of dangerous goods, see Part 2 of the "United Nations Recommendations on the Transport of Dangerous Goods".

Question 2: "May be exempt from any other requirements for the transportation of dangerous goods," does this mean that it is possible to exempt from attaching chemical safety labels that correspond to the hazardous chemicals inside the packaging?

A: Hello, according to UN regulations and relevant national standards, those that meet the limited or excepted quantity provisions can indeed be exempted from packaging requirements for the transportation of dangerous goods. However, for chemical safety labels and safety data sheets, there are no exemption clauses for limited or excepted quantities found upon inquiry. It is recommended that you contact the local customs at the place of declaration in advance before declaration, and the specific requirements will be subject to the review and confirmation by the local customs on site.
