Under the "one enterprise, one product, one code" policy, is the QR code for imported chemicals displayed only after entering China?

For your reference, here are the requirements from the Guangdong pilot: Imported hazardous chemical products should have a QR code affixed to the bottom right corner of the chemical safety label or integrated into the safety label and printed together before customs entry. In special circumstances where this cannot be completed before customs entry, the QR code should be affixed before the products enter the Chinese market.
