China Solicts Comments on Limits of Hazardous Substances in Industrial and Architectural Coatings

On July 17, 2024, the Department of Science and Technology of the Ministry of Industry and Information Technology publicly solicited opinions on nine mandatory national standards (drafts for comments), including "Limits of Harmful Substances in Coatings Part 1: Architectural Coatings" (GB 30981.1-XXXX), "Limits of Harmful Substances in Coatings Part 2: Industrial Coatings" (GB 30981.2-XXXX), and "Limits of Harmful Substances in Indoor Decoration Materials Carpet, Carpet Padding and Carpet Installation Adhesives, and PVC Flooring" (GB 18587-XXXX), among others.

These mandatory national standards were organized by the Ministry of Industry and Information Technology and are currently open for public comment until September 14, 2024. If you have any objections, please fill out the "Mandatory National Standard Feedback Form" (see attachment) during the public comment period and send it by email to KJBZ@miit.gov.cn (please indicate in the email subject: Feedback on the draft for comment on "Limits on Harmful Substances in Paints Part 1: Architectural Coatings" and other eight mandatory national standards).

1. "Limits of Harmful Substances in Coatings Part 1: Architectural Coatings" (GB 30981.1-XXXX)

This document specifies the permissible limits of substances harmful to human health and the environment in architectural coatings and their auxiliary materials. It covers product classification, requirements, test methods, inspection rules, packaging, and labeling, and implementation of the document. It applies to coatings used directly on-site for decorating, protecting, or providing other special functions (like anti-mold, anti-algae, thermal insulation) to the interior and exterior surfaces of buildings based on cement or other non-metallic materials (excluding wood); it also applies to floor coatings and their auxiliary materials used directly on-site on bases like cement mortar, concrete, stone, plastic, or steel for decoration, protection, or other special functions (like anti-static, corrosion resistance, anti-slip). This document does not apply to waterproof coatings.

2. "Limits of Harmful Substances in Coatings Part 2: Industrial Coatings" (GB 30981.2-XXXX)

This document specifies the permissible limits of substances harmful to human health and the environment in industrial coatings and their auxiliary materials. It includes product classification and coating hazard marking, requirements, test methods, inspection rules, packaging, and labeling, and implementation of the document. It applies to coatings used on-site and in factory settings for decorating, protecting, or providing other functions to substrates such as wood, metal, plastic, concrete, and composite materials. It does not apply to aerospace coatings, nuclear area-specific coatings, or military equipment and facility coatings.

3. "Limits of Harmful Substances in Indoor Decoration Materials Carpet, Carpet Padding and Carpet Installation Adhesives, and PVC Flooring" (GB 18587-XXXX)

This document specifies the limit values for harmful substance emissions from carpet, carpet padding, and carpet installation adhesives; and the limit values for harmful substances in PVC flooring and their testing methods. It applies to the production, quality control, use, and sales of newly produced or uninstalled carpets, carpet padding, carpet installation adhesives, and PVC flooring.
