EU Releases 2025 Guide to Implement REACH Microplastics Restrictions for Industry Compliance

To assist enterprises, member state regulatory authorities, and the public in understanding the new rules, the European Commission released the Implementation Guide for the REACH Microplastics Restriction (Annex XVII Entry 78) in April 2025. Developed by ECHA in collaboration with member states, the guide is non-binding but provides detailed instructions for implementing the regulation.

Background on the Microplastics Restriction

On October 17, 2023, the European Commission officially enforced Commission Regulation (EU) 2023/2055 (the "Microplastics Restriction Regulation"), aiming to reduce the harm of synthetic polymer microparticles (microplastics) to the environment and marine ecosystems. The regulation primarily targets "microplastics used on their own or intentionally added to products," with key restrictions covering plastic glitter, microplastic ingredients in cosmetics, and detergents.

Key Contents of the Supporting Implementation Guide

  1. Part 1 (Narrative Explanation): Clarifies regulatory provisions and implementation essentials in plain language. Translations into 22 EU official languages are planned for completion and release by Q3 2025.
  2. Part 2 (Q&A): Compiles frequently asked questions from member states and industries.
  3. Part 3 (Annexes): Includes decision flowcharts and examples of "boundary cases" to help define compliance scope.

The guide will be dynamically updated based on feedback during regulation implementation. Future revisions will be managed and published by ECHA to ensure alignment between policy and practical needs.
