ECHA Seeks Public Input on Substitute for One Active Substance

On September 18, 2024, the European Chemicals Agency (ECHA) launched a public consultation to identify safer and more environmentally friendly alternatives for the active substance 2,2-dibromo-2-cyanoacetamide, now listed as a Candidate for Substitution (CfS). Stakeholders can provide their input until November 17, 2024.

Active Substance Substitution and Approval under BPR

Under the Biocidal Products Regulation (BPR), the approval process for active substances is intensive, particularly when safer alternatives may be available. Once an active substance is flagged as a CfS, ECHA collects public feedback to guide the European Commission's approval decisions.

Active substances that are carcinogenic, mutagenic, toxic to reproduction, or identified as persistent and bioaccumulative are generally not approved unless used under strict control, such as in closed systems or when essential for mitigating significant health or environmental risks.

Exemptions are granted under strict conditions, with authorizations typically limited to five years and usage highly restricted. Member states must ensure all conditions are met before permitting such biocidal products in their territories.

ECHA Opens Public Consultation on Proposed Harmonized Classification and Labeling of Calcium Carbide

On September 23, 2024, the European Chemicals Agency (ECHA) launched a 60-day public consultation on the harmonized classification and labeling of Calcium Carbide.

The CLH process aims to standardize hazard information for chemicals across Europe, involving hazard evaluation, classification proposals, public feedback, and final review by ECHA's Risk Assessment Committee (RAC).
