China Establishes HFCs Quota

On November 6, 2023, the Ministry of Ecology and Environment of China issued the “2024 Total HFC Quota Allocation and Distribution Plan”, which marks China is making great strides in HFCs management and further protecting the ozone layer and addressing climate change.

According to the national HFCs production baseline value in 2024, the total production quota of HFCs is set to be 1.853 billion tCO2, the total import quota is 100 million tCO2, and the total domestic production quota is 895 million tCO2. Stakeholders are required to complete these quotas by November 24, 2023. Moreover, stakeholders shall obtain the quota licenses for HFCs manufacture, use, import and export and comply with the approval process.

This Plan will accelerate the green transformation of domestic industries and reduce the emission of ozone-depleting substances and greenhouse gases, which shows China's international responsibility in the environment protection.
