Inventory of Specially Controlled Hazardous Chemicals in China

On May 30, 2020, in order to strengthen the management of the whole life cycle of chemicals, minimize safety risks, and effectively prevent and curb the occurrence of major accidents, the Ministry of Emergency Management, together with the Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Transport and other departments, drafted and formulated the Inventory of Specially Controlled Hazardous Chemicals in China (First Edition).

The Inventory refers to hazardous chemicals with high inherent risks, large safety risks of accidents, serious accident consequences, and large circulation volumes, which need special control. A total of 20 chemicals are included. Among them, there are 4 explosive chemicals, 6 toxic chemicals (including toxic gases, volatile toxic liquids and solid highly toxic chemicals), 5 flammable gases, and 5 flammable liquids.

The following control measures are required for the hazardous chemicals listed in the Catalogue of Hazardous Chemicals under Special Control (First Edition):

  • Build an information platform to implement life-cycle information traceability control;
  • Study and standardize packaging management;
  • Strictly ensure safe production access;
  • Strengthen transportation management;
  • Implement storage and fixed-location management;
  • Other requirements (e.g. transportation needs to be implemented according to the requirements of relevant departments, and the control provided by other laws and regulations shall be controlled according to their provisions).

The reagent products necessary for scientific experiments are not included in this Catalogue for the time being, but the relevant units may take measures to strengthen management according to the actual situation of talent training and scientific research and the existing risks. According to the requirements of the Regulations on the Administration of Urban Gas, this Catalogue and special control measures are not applicable to urban gas.

No matter whether the chemicals are included in the Inventory, it is necessary to pay attention to whether the chemicals are included in the List of Highly Toxic Chemicals (2015), Catalogue of Precursor Chemicals, Inventory of Chemicals Subject to Supervision and Control in China (CWC), Catalog of Explosive Precursors in China (2017) and other catalogues. If included in these catalogues, the relevant registration, licensing and other obligations shall be met.
