The Japanese List of Existing and New Chemical Substances (ENCS) includes chemical substances that are produced, imported or used in Japan. New chemical substances refer to chemicals that are approved by competent authorities after August 20, 1974.
► Substances listed in the ENCS shall be issued with a MITI number. Substances that are not listed in the ENCS are new chemical substances that shall make new substance notifications to competent authorities before manufacture or import.
► New chemical notifications are classified as standard notification, low-volume notification (total amount in Japan≤10t/y), small amount confirmation (total M/I amount in Japan ≤1t/y), and other prior confirmations (for intermediates, substances for export only, and polymer of low concern).

If products have been listed in the ENCS, enterprises shall search whether these products are also listed in priority assessment chemicals (PACs), controlled chemicals, Class I Specified Chemical Substances or Class II Speicified Chemical Substances. If listed, relevant obligations shall be met.

The following substances are exempted from the ENCS:
- Food additives, biocides, fertilizers, feed and feed additives, cosmetics, medical devices and radioactive materials and so on;
- Natural materials;
- Products;
- Substances for research and development purposes.
