The Philippine Inventory of Chemicals and Chemical Substances (PICCS), is a list of all existing chemicals and chemical substances used, imported, distributed, processed, manufactured, stored, exported, treated or transported in the Philippines. Currently, the inventory includes 22,277 existing chemical substances. PICCS is regularly updated to incorporate new substances that have been granted a PMPIN (Philippine Priority Chemicals List) certificate.
► Chemicals listed in the PICCS are existing chemical substances in Philippines.Before production or import,companies shall apply for PICCS Certification. If it is also listed in the Priority Chemicals List (PCL) or subject to the Control of Chemicals Order (CCO), a DENR-EMB approval is required before production or import.
► Chemicals not listed in the PICCS are new chemical substances in Philippines.Before production or import, companies shall complete PMPIN declaration.
► For new chemical substances with import quantities less than 1000kg/year, an Small Quantity Importation (SQI) declaration is required.

Exemptions
The following substances are exempted:
- Non-chemical substances;
- Naturally-occurring substances;
- Mixtures (The individual components are the ones to be checked for inclusion in PICCS, not the mixture itself);
- Radioactive substances, pesticides, drugs, food and consumer subject to other Philippine laws;
- By-products (Wastes);
- A small amount of chemicals produced or distributed (not imported) for market testing and R&D use in quantities of less than 1,000 kg per year.
