In accordance with the Chemical Substance Control Law (CSCL), newly announced chemical substances (notified by March 31, 2011) are jointly regulated and published by the Ministry of Economy, Trade and Industry (METI), the Ministry of Health, Labor and Welfare (MHLW) and the Ministry of the Environment (MOE). Substances that were notified by March 31, 2011, as substances that are either newly manufactured in, or imported to Japan and are not classified as Class I Specified Chemical Substances, Class II Monitoring Chemical Substances or Class III Monitoring Chemical Substances. Such substances are designated as Newly Announced Chemical Substances on 2016 (notified by March 31, 2011). In accordance with CSCL, these substances are designated as General Chemical Substances (excluding Priority Assessment Chemical Substances, Monitoring Chemical Substances and Class I/II Specified Chemical Substances). Currently, newly announced chemical substances notified by March 31, 2011 includes over 7000 substances.
► In accordance with CSCL, newly announced chemical substances (notified by March 31, 2011) are designated as general chemical substances. If the production or import volume of these substances reaches 1t/y or above, annual report shall be submitted before June 30 and the deadline of submission is on July 31.
► Chemicals not designated as newly announced chemical substances (notified by March 31, 2011) are not subject to the relevant obligations.
