Ozone Depleting Substances (ODS) are managed as hazardous substances in accordance with the Environmental Protection and Management Act(EPMA)and the Environmental Protection and Management (Ozone Depleting Substances) Regulations to reduce ODS deplete and protect the ozone layer to create a safe and healthy environment. These substances are regulated by the Singapore National Environment Agency and are listed in Annex A-E of the Environmental Protection and Management (Ozone Depleting Substances) Regulations.

► Importers, exporters and sellers of ODS shall apply for a Hazardous Substances License before importing, exporting or selling. Export  permits or approvals shall be obtained from the competent environmental agency of the exporting country.

► Chemical substances not included in the Ozone Depleting Substances are not subject to relevant obligations.

Exemptions

Products containing any ozone depleting substance other than the following products:

  1. in the case of chlorofluorocarbons:
        a. air-conditioners in vehicles registered on or after 1st January 1995 or intended for such vehicles;
        b. equipment for domestic or commercial refrigeration or air-conditioning installed on or after 1st January 1993, or heat pump equipment, which contains any chlorofluorocarbon substance as a refrigerant or in any insulating material of such equipment;
        c. refrigerators that have a compressor rating which exceeds one horsepower;
        d. non-pharmaceutical aerosol products;
        e. insulation boards, panels or pipe covers;
        f. polystyrene sheets or finished products;
  2. in the case of Halons, portable fire extinguishers;
  3. in the case of bromotrifluoromethane, fire protection systems with building plans approved after 17th June 1991 and installed after 31st December 1991.
