The Priority Chemicals List (PCL) is a list of existing and new chemicals that DENR-EMB has determined to pose a potentially unreasonable risk to public health, workplace, and the environment based on their toxicity, persistence, bio-accumulation, and potential exposure and production usage.

► Chemicals and chemical substances listed under Priority Chemical List (PCL) that will be imported, distributed, manufactured or used shall secure a Priority Chemical List (PCL) Compliance Certificate to EMB and submit its annual report before January 31. Applicants can apply for PCL exemption if the chemicals are simply component ingredient(s) of other substances/products with threshold limit cut off of less than or equal to 1% concentration in (mixtures). However, applicants shall submit PCL exemption form to EMB.

► Chemicals not included in the PCL are not subject to regulatory obligations.
