On November 29, 2022, the List of new pollutants for priority control (2023) was approved by the Ministry of Ecology and Environment and came into effect on March 1, 2023. There are 14 new pollutants under priority control, including 10 persistent organic pollutants (POPs), 2 toxic and harmful pollutants, one environmental endocrine disruptor and 1 antibiotic. Entry 14 enumerates chemicals that have been phased out and their definitions are consistent with chemicals specified in the Stockholm Convention on Persistent Organic Pollutants.

The list of new pollutants for priority control (2023) was released after the technique feasibility and socio-economic assessments based on environmental risks of chemicals and regulatory situation. New pollutants in the List are mainly subject to environmental risk management measures such as manufacture, processing and use, import or export. Some new pollutants also have transitional period or exemptions for certain uses. Chemical substances for laboratory research or reference standard are not applicable to relevant requirements. Unless otherwise specified, chemicals functioning as unintentional trace pollutants in products and articles are not applicable to the List.

Note: (1) Entries without an specified time limit shall be implemented immediately under the State instruction. Where there are no provisions on major environmental risk control above, other national regulations by the State shall prevail.
      (2) Processing and use in environmental risk management measures refer to manufacture and operation activities of chemicals but excluding activities such as trade, storage, transportation and articles containing these substances.
