Substances that may have serious and irreversible effects on human health and the environment can be classified as substances of very high concern (SVHCs).
In accordance with REACH Regulation, substances with the following hazard characteristics shall be classified as substances of very high concern:
1) Category 1A or 1B of carcinogenic, mutagenic, or toxic to reproduction (CMR) substances under CLP regulation;
2) Persistent, Bio-accumulative and toxic (PBT) substances or very Persistent and very Bio-accumulative (vPvB) substances under Annex XIII of REACH;
3) Substances such as endocrine disruptors.
► If a substance is classified as SVHC, they will be included in the SVHC list, which does not mean that they are prohibited. If a substance is added to REACH Authorization List, it cannot be placed on the EU market or used after a specific date unless it is authorized for a specific use or authorization is exempted for specific use. All substances in the Authorization List are substances of very high concern (SVHC).
► Producers, and importers have to notify ECHA of the substances listed on the Candidate List which are present in their articles, if both the following conditions are met:
1. The substance is present in their articles above a concentration of 0.1% (w/w);
2. The substance is present in these articles in quantities totaling over 1t/y.
