On July 1,2015, the Korean Ministry of Environment (MOE) officially released the Inventory of Priority Existing Chemicals (PEC) (first batch) with a total of 510 substances. If hydrates are among the 510 substances, the hydrates will also be considered as PEC.
Producers/importers of chemicals listed in the Inventory,who produce/import in quantities exceeding 1 tons per year shall complete registration obligations within the 3-year grace period. Otherwise, the production or import will be deemed illegal and be subject to the corresponding penalties under the Act on the Registration and Evaluation of Chemicals（K-REACH）.During the 3-year grace period, companies can still produce and import these substances.
The second and third batches of PEC were expected to be released in 2018 and 2021 respectively, but due to the update of the K-REACH regulation, only one batch of PEC is currently under K-REACH.
From June 30,2018, official registration is required for PEC to be manufactured,imported and used in South Korea.

Exemptions
The following substances are exempted:
- Radioactive materials defined in Article 2, subparagraph 5 of the Nuclear Safety Act;
- Medicinal and quasi-drugs defined in Article 2, subparagraph 4 and subparagraph 7 of the Pharmaceutical Affairs Act;
- Narcotics defined in the Narcotics Control Act;
- Cosmetics and raw materials used for cosmetics defined in the Cosmetics Act;
- Pesticides and active ingredients defined in Article 2, subparagraph 1 and subparagraph 3 of the Pesticide Control Act;
- Fertilizers defined in Article 2, subparagraph 1 of the Fertilizer Control Act;
- Foods, food additives, apparatus and containers defined in Article 2, subparagraph 1, 2, 4 and 5 of the Food Sanitation Act;
- Feed defined in Article 2, subparagraph 1 of the Control of Livestock and Fish Feed Act;
- Explosives defined in Article 2, subparagraph 3 of the Act on Control of Guns, Swords, and Explosives;
- Munitions defined in Article 2 of the Act on the Management of Military Supplies and Article 3, subparagraph 2 of the Defense Acquisition Program Act (excluding ordinary commodities prescribed in Article 3 of the Act on the Management of Military Supplies);
- Health functional foods defined in Article 3, subparagraph 1 of the Health Functional Foods Act;
- Medical devices defined in Article 2, subparagraph 1 of the Medical Devices Act;
- Hygiene products defined in Article 2, subparagraph 1 of the Hygiene Products Control Act;
- Biocidal substances and biocidal products defined in Article 3, subparagraphs 7 and 8 of the Act on Safety Control of Consumer Chemical Products and Biocides;
- Raw materials for organic agricultural and fishery products.
