China's RoHS Control Upgraded! 13-Month Transition Period Announced

On April 14, 2025, the Department of Science and Technology of the Ministry of Industry and Information Technology (MIIT) issued an announcement stating that the drafting of three mandatory national standards, including the Requirements for Restricted Use of Hazardous Substances in Electrical and Electronic Products (draft for approval), has been completed (see Attachments 1 and 2 for details).The standards are now open for public consultation. The feedback period will close on April 21, 2025. Stakeholders may submit comments via email to KJBZ@miit.gov.cn by filling out the Mandatory National Standards Feedback Form (Attachment 3). Key Technical Updates in Restricted Use of Hazardous Substances in Electrical and Electronic Products

Developed in accordance with GB/T 1.1-2020 Directives for standardization—Part 1: Rules for the structure and drafting of standardizing documents, this document specifies the limits and labeling requirements for hazardous substances in electrical and electronic products (EEPs) produced, sold, or imported in China. It is set to take effect 24 months after official publication.

Replaces: GB/T 26572-2011 Requirements of Concentration Limits for Certain Restricted Substances in Electrical and Electronic Products its Amendment No. 1.

Major Revisions:

  • Expanded list of restricted substances: The number of restricted hazardous substances increases from 6 to 10 categories, with the addition of four phthalates.

Requirements for Restriction of Hazardous Substances

Category I

Products included in the Catalogue for the Compliance Management of Restricted Use of Hazardous Substances in Electrical and Electronic Products.

Must comply with the limit requirements specified in Chapter 5 (including limit values, testing methods, compliance determination rules, classification and requirements for testing units, and compliance judgment criteria) and the labeling requirements in Chapter 6 (including general requirements, labeling standards, formats and requirements for hazardous substance information tables, marking specifications, and documentation retention).

Category II

Products not included in the Catalogue for the Compliance Management of Restricted Use of Hazardous Substances in Electrical and Electronic Products.

Must comply only with the labeling requirements in Chapter 6 (including general requirements, labeling standards, formats and requirements for hazardous substance information tables, marking specifications, and documentation retention).

In accordance with the Administrative Measures for the Restriction of Hazardous Substances in Electrical and Electronic Products, Category II EEPs are encouraged to voluntarily meet the limit requirements outlined in Chapter 5.

  • Upgraded labeling requirements: Incorporates digital labeling methods, such as QR codes.
  • Transition period: Products manufactured or imported before the implementation date must comply with the new requirements starting from the 13th month after the effective date.

 

  • Streamlined content: Removes redundant sections, including product disassembly guidelines and illustrative examples.
