REACH Update: EU to Add Triphenyl Phosphate to List of Candidate SVHCs; Public Input Sought on OEL for 1,3-propanesultone
Nov 12, 2024

Triphenyl Phosphate to Be Added to EU's List of Candidate SVHCs

On October 16, 2024, the European Chemicals Agency (ECHA) announced that the Member State Committee (MSC) unanimously agreed to list triphenyl phosphate (TPP, CAS number: 115-86-6) as a candidate for inclusion under the Substances of Very High Concern (SVHC) in the REACH Regulation.

Used primarily as a flame retardant and plasticizer in resins, engineering plastics, and rubber, TPP was identified for potential inclusion due to its suspected endocrine-disrupting properties, in line with Article 57(f) of the REACH Regulation concerning environmental hazards. Originally scheduled for SVHC candidacy in June 2024, the process was delayed to allow for a detailed review of new data.

Following additional scientific evaluation, the MSC confirmed in their October meeting that TPP would be added to the candidate list. ECHA plans to formally announce this designation in early November. Chemradar will continue to monitor ECHA’s updates and provide timely information.

ECHA Seeks Public Input on OEL for 1,3-propanesultone

ECHA is soliciting public comments on the proposed occupational exposure limit for 1,3-propanesultone. Feedback must be submitted by December 17, 2024. Here is the substance information:

Name EC Number CAS Number Deadline of consultation on OEL report Hazard classifications
1,3-propanesultone 214-317-9 1120-71-4 17/12/2024

Carcinogenicity Category 1B

Acute Toxicity Category 4

The consultation seeks updated scientific data on this chemical, including its uses, exposure, health effects, and related toxicological and epidemiological studies, as well as information on similar substances.

Next Steps

ECHA will evaluate the occupational exposure limits (OEL) for 1,3-propanesultone as per EU Directive 2004/37/EC to ensure safe workplace usage and prevent occupational diseases. After the assessment, ECHA will propose OEL recommendations to the European Commission and member states, potentially updating regulations or introducing new measures to enhance workplace health and safety standards.
