On May 9, 2023, the Ministry of Industry and Trade of Vietnam announced its plan to draft a decree to replace the chemical management Decree No. 38/2014/ND-CP formulated on May 6, 2014. Decree No. 38/2014/ND-CP is formulated on the basis of the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on Their Destruction (the Chemical Weapon Convention, CWC).
Vietnam has signed the Chemical Weapons Convention in 1993. The implementation of the Decree No. 38/2014/ND-CP has made great achievements in the last 10 years since May 6, 2014. To some degree, the Decree No. 38/2014/ND-CP is effective in the management of chemicals regulated by the Chemical Weapons Convention, and it also specifies the requirements of imported and exported chemicals and the production of specific organic chemicals.
The Ministry of Industry and Trade now intends to seek public comments on the Draft. Comments can be submitted to the Ministry of Industry and Trade (Department of Chemicals) by May 31, 2023.
