China Catalogue of Dual-Use Items and Technologies Subject to Export License Administration (2025)

According to the "Export Control Law of the People's Republic of China" and the "Measures for the Administration on Import and Export License for Dual-use Items and Technologies" (Order No. 29 of 2005) issued by the Ministry of Commerce and the General Administration of Customs, as well as the "Import and Export Tariff Regulations of the People's Republic of China" of 2024, the Ministry of Commerce and the General Administration of Customs have announced the "Catalogue of Dual-Use Items and Technologies Subject to Import and Export License Administration." This announcement will officially take effect on January 1, 2024, and is divided into the "Catalogue for the Administration of Import Licenses for Dual-Use Items and Technologies" and the "Catalogue for the Administration of Export Licenses for Dual-Use Items and Technologies." The items and technologies listed in the catalogue refer to those controlled under the "Export Control Law of the People's Republic of China," the "Encryption Law of the People's Republic of China," and other relevant laws, administrative regulations, and rules. If the listed items and technologies and their product names and descriptions are inconsistent with the relevant laws, administrative regulations, and rules, the provisions of the relevant laws, administrative regulations, and rules shall prevail. The import and export of items and technologies listed in this catalogue, regardless of whether their customs commodity numbers are specified in the catalogue, must be processed in accordance with the law for the import and export licenses of dual-use items and technologies.
