List of Dual-Use Items Subject to Export Control of the People's Republic of China
The "List of Dual-Use Items Subject to Export Control of the People's Republic of China" are designed to safeguard national security and fulfill international obligations. They impose export controls on goods, technologies, and services that have both civilian and military applications. The regulations establish a licensing system for the export of dual-use items, management of end-users and end-uses, and penalties for violations. The competent commercial department of the State Council is responsible for formulating and adjusting the control list. Export operators must apply for licenses and comply with relevant regulations. These regulations will come into effect on December 1, 2024, replacing previous related regulations.
