They should apply for approval from the Ministry of Ecology and Environment, then obtain the dual-use items and technologies import license from the Quota License Affairs Bureau of the Ministry of Commerce, and complete the import procedures with Customs using this license.

This announcement will officially take effect on January 1, 2024. The 'Dual-Use Items and Technologies Import and Export License Control List' published in Announcement No. 42 of 2022 by the Ministry of Commerce and the General Administration of Customs will be simultaneously abolished.

This revision expands items 34, 35, and 39 in the list of controlled chemicals under the 'Controlled Chemicals Management Regulations', adding 19 new types of second-class controlled chemicals.
