A certain chemical is classified as a flammable liquid, Category 4, but it is not listed in the "Catalogue of Hazardous Chemicals (2015)". Can it be concluded that this product is not a hazardous chemical?

For chemicals not listed in the "Catalogue of Hazardous Chemicals (2015)" but identified as hazardous chemicals through assessment, they are not included in the catalogue management. However, relevant production and import enterprises must register these chemicals in accordance with the "Measures for the Administration of Registration of Hazardous Chemicals". Enterprises should manage these chemicals as hazardous chemicals.
