China Implements Export Controls on Key Minerals Including Tungsten and Indium Starting February 2025

On February 4, 2025, the Ministry of Commerce and the General Administration of Customs jointly issued an announcement—Announcement No. 10 of 2025, "Decision on Implementing Export Controls on Items Related to Tungsten, Tellurium, Bismuth, Molybdenum, and Indium" (hereinafter referred to as the "Decision"). It declared the implementation of export controls on items related to tungsten, tellurium, bismuth, molybdenum, and indium, effective from the date of publication.

The "Decision" is based on the provisions of the "Export Control Law of the People's Republic of China," "Foreign Trade Law of the People's Republic of China," "Customs Law of the People's Republic of China," and "Regulation of the People's Republic of China on the Export Control of Dual-use Items." It implements export controls on items related to tungsten, tellurium, bismuth, molybdenum, and indium.

Export operators exporting the aforementioned items must apply for a license from the competent commercial department of the State Council in accordance with the relevant provisions of the "Export Control Law of the People's Republic of China" and the "Regulation of the People's Republic of China on the Export Control of Dual-use Items."

Furthermore, the "Decision" requires that the "List of Dual-Use Items Subject to Export Control of the People's Republic of China" be updated accordingly.
