Do pesticide products fall under hazardous chemicals?

Specific Q: If the technical grade pesticide is not listed in the hazardous chemicals catalog and has a flash point above 60°C, is it considered a hazardous chemical? If the pesticide formulation contains pesticides, emulsifiers, etc., and has a flash point below 60°C, is it considered a hazardous chemical? Does item 2828 in the hazardous chemicals catalog apply to pesticide formulations?

A: According to the "Catalogue of Hazardous Chemicals (2015)" and its implementation guidelines, technical grade pesticides not listed in the catalog are not considered hazardous chemicals. Item 2828 in the hazardous chemicals catalog applies to pesticide formulations.
