Q:How is the maximum design capacity of hazardous chemical storage tanks defined?

Specific Question: Article 4.2.2 of GB 18218-2018 stipulates that the actual quantity of hazardous chemicals in storage tanks and other containers, equipment, or storage areas shall be determined based on the maximum design capacity. According to Article 6.3.9 of the 2018 edition of GB 50160-2008, the storage coefficient for liquefied hydrocarbons, liquid ammonia, and other storage tanks should not exceed 0.9. TSG 21-2016, Article 31.13, specifies that the filling factor for pressure vessels storing liquefied gases should not exceed 0.95. So, is the actual storage quantity of liquefied natural gas (LNG) storage tanks calculated based on the maximum volume?

A: The maximum design capacity should be used to calculate the R value for major hazard installations. The actual maximum storage quantity during the use of storage tanks must comply with the requirements of relevant standards and regulations.
