Japan Updates Poisonous and Deleterious Substances Control Law, Clarifying Toxicity Determination and Exemption Standards

The Ministry of Health, Labour and Welfare in Japan proposed revisions to the toxicity determination standards for poisonous and deleterious substances under the Poisonous and Deleterious Substances Control Law (PDSCL). These revisions include clarifying the relationship between the toxicity information of raw materials and formulations, incorporating additional health hazard tests, setting standards for local toxicity such as skin corrosivity and mucosal damage, and establishing exemptions for certain animal tests. Additionally, the toxicity thresholds for formulations not considered poisonous or deleterious will be revised.
