Approval authority
Approval is granted by public security organs at the county level or above in the locality.
Procurement process
Sign a contract with a company that has the qualification to sell explosive precursors, fill in the "Explosive Precursors Purchase Filing Form", and take a copy of the contract, the company's business license, and the qualification certificate (the latter two are only needed for the first cooperation) to the public security sub-bureau's public security detachment in the locality for handling. Fill in the "Explosive Precursors Purchase Flow Information Filing Form", keep one copy and give the other to the seller for procurement. After the goods arrive, carry out the warehousing process.
Note: It is strictly prohibited for individuals to purchase explosive precursors.
