Establish a management system for precursor chemicals, use a ledger (inbound and outbound warehouse registration) to truthfully record the variety, quantity, usage, and inventory of the purchased chemicals, and keep it for two years for filing purposes. The using entity should submit the purchase and usage situation of the previous month to the public security organ for filing at the beginning of each month. It should report the purchase (usage) situation of the previous year to the local public security organ before March 31st each year. The using entity should organize employees to study laws and regulations such as the "Regulation on the administration of precursor chemicals" and strictly implement legal provisions such as the "Regulation on the administration of precursor chemicals" and the "Regulations on the Purchase, Sale, and Transportation Management of Precursor Chemicals".
