China-Is sampling and testing required for the import of hazardous chemicals by sea, and are there any fees involved?

Specific Q: Hello, my company plans to import six types of hazardous chemicals by sea as samples for customer trials. The products are not listed in the "Catalogue of Hazardous Chemicals" (2015 edition), but they are classified as UN hazardous goods due to their hazardous nature, with the UN number UN2845, UN hazard class 4.2, and UN packaging group I. The UN proper shipping name is "Organic self-reactive substances, not otherwise specified". Since these are trial samples and the products are of high value, we plan to import approximately 300g of each chemical. I would like to know if sampling and testing are required when importing hazardous goods through the Dalian port. If so, how many grams of each product are needed for testing, and what are the testing fees? Thank you!

A: Hello, according to the "Announcement on Issues Concerning the Inspection and Supervision of Imported and Exported Hazardous Chemicals and the Packaging Thereof" (General Administration of Customs Announcement No. 129, 2020), customs authorities conduct inspections on import and export hazardous chemicals listed in the national "Catalogue of Hazardous Chemicals" (latest edition). When the consignee or their agent declares the import of hazardous chemicals, the declaration should include items such as the hazard class, packaging category (except for bulk products), UN number for hazardous goods (UN number), and UN marking for hazardous goods packaging (UN packaging mark) (except for bulk products). Additionally, it should comply with the control instructions of the new generation inspection and management system. There are no fees for the statutory inspection items.
