Q
What qualifications and documents are required for a company to import hazardous chemicals?
A

Specific Q: Hello, my company is planning to import ethylene oxide for production purposes. I have found out that this raw material is classified as a hazardous chemical. Could you please tell me: 1. What qualification documents are required for a company to import such chemicals? 2. What materials are needed to handle the import of hazardous chemicals? 3. What are the relevant policies and attachments regarding the import of hazardous chemicals by the state?

A: Hello! In addition to the regular documents, when declaring the import of hazardous chemicals, according to the General Administration of Customs Announcement No. 129, 2020, the following materials are also required: the "Import Enterprise Compliance Statement for Hazardous Chemicals"; for those that need to add inhibitors or stabilizers, a description of the actual inhibitors or stabilizers added, including their names and quantities; and samples of the Chinese hazard warning label and Chinese safety data sheets. For national policies (including enterprise qualifications), it is recommended to refer to the "Regulations on the Safety Management of Hazardous Chemicals" (Decree No. 591 of The State Council). The content of the relevant documents can be viewed on the General Administration of Customs' official website (http://www.customs.gov.cn/) and the Central People's Government's official website (http://www.gov.cn/).
