Regarding the application for the use appraisal of dangerous goods packaging.

Specific Q: 1. Can a trading company apply for a dangerous goods packaging certificate, and is it necessary to have a warehouse with inspection qualifications to apply? 2. Our company does not have storage facilities, and since the factory is unwilling to apply for the packaging certificate, can our company apply as the applicant and user for the dangerous goods packaging use appraisal? What conditions and qualifications are required?

A: According to Article 29 of the "Regulation on the implementation of the Law of the People's Republic of China on Import and Export Commodity Inspection": "Export hazardous goods packaging container manufacturers should apply to the entry-exit inspection and quarantine authorities for performance appraisal of packaging containers. Packaging containers can only be used for packaging hazardous goods after being appraised as qualified by the entry-exit inspection and quarantine authorities and obtaining a performance appraisal certificate. Export hazardous goods manufacturers should apply to the entry-exit inspection and quarantine authorities for the use appraisal of hazardous goods packaging containers. Hazardous goods packaged in containers that have not been appraised or have been appraised as unqualified are not allowed to be exported." The application entity for the use appraisal of export hazardous goods packaging is the hazardous goods manufacturing enterprise.
