Are graphite blocks considered dangerous goods? What documents are export via road transport?

Upon investigation, "graphite blocks" are not listed in the "Catalogue of Hazardous Chemicals (2015)" and do not belong to its entry under class 2828, hence they are not considered hazardous chemicals. No hazardous chemical-related proof documents are required for export.
