Specific Q: Does a project that uses ammonia as a raw material to produce amino acids belong to the chemical industry? If an entity has two projects, one being a hazardous chemical production project and the other an amino acid project, located in the same premises, should they be managed as hazardous chemical enterprises or as industrial and trade entities, or managed separately?

A: Enterprises that use hazardous chemicals such as liquid ammonia as raw materials to produce chemical products are considered chemical enterprises. According to Article 2 of the "Measures for the Implementation of Work Safety Licenses of Hazardous Chemical Production Enterprises": "The term 'hazardous chemical production enterprise' as referred to in these Measures means an enterprise that has been established in accordance with the law and has obtained a business license or business approval document to engage in the production of final products or intermediate products included in the 'Catalogue of Hazardous Chemicals'."
