Definition of hazardous chemicals and flammable and explosive materials.

Specific Q: Article 117 of the "Work Safety Law of the People's Republic of China" defines the following terms: Dangerous goods refer to items such as flammable and explosive materials, hazardous chemicals, radioactive materials, etc., that can endanger personal and property safety. Are hazardous chemicals only those included in the "Catalogue of Hazardous Chemicals (2015)"? How are flammable and explosive materials defined?

A: Hazardous chemicals refer to those managed under the "Regulations on the Safety Management of Hazardous Chemicals". In addition to those managed under the "Regulations on the Safety Management of Hazardous Chemicals", there are other flammable and explosive materials, such as urban gas and civil explosives.
