I would like to ask whether enterprises of this kind should apply for a Hazardous Chemicals Safety Production License or a Hazardous Chemicals Operation License? 

A: According to the "Measures for the Implementation of Work Safety Licenses of Hazardous Chemical Production Enterprises" (Issued by State Administration of Work Safety Order No. 41), the "Measures for the Administration of the Permits for Trading in Hazardous Chemicals" (State Administration of Work Safety Order No. 55), and the "Implementation Guide for the Catalogue of Hazardous Chemicals (2015) (Trial)" (Department of Safety Supervision No. 80 (2015)), a hazardous chemicals safety production permit should be obtained.
