Specific Q: According to Article 5 of the "Measures for the Administration of the Permits for Trading in Hazardous Chemicals": (1) Enterprises engaged in the operation of highly toxic chemicals, and Article 5.2.7 of the "Basic requirements of safety technology for enterprise handling hazardous chemicals business": "Only hazardous chemicals other than explosives and highly toxic chemicals (pesticides classified as highly toxic chemicals are excluded) are permitted to be operated." I would like to inquire: Can the safety production supervision department of the municipal people's government issue an administrative license for operating highly toxic hazardous chemicals? If they can issue such a license, what type of operation can be licensed?
