Regulations for labelling exported hazardous chemicals.

Specific Q: Can the drums of hazardous chemicals for export only have foreign language labels that comply with regulations? Is it mandatory to have Chinese labels? If so, what is the basis for this?

A: Hello, according to the General Administration of Customs Announcement No. 129, 2020, "Announcement on Issues Concerning the Inspection and Supervision of Imported and Exported Hazardous Chemicals and the Packaging Thereof", Articles 3 and 5 stipulate the following:

III. When the consignor or their agent of hazardous chemicals for export applies for inspection to the customs, they should provide the following documents:

(1) "Export Hazardous Chemicals Production Enterprise Conformity Declaration" (style see Attachment 2);

(2) "Exit Cargo Transportation Packaging Performance Inspection Result Sheet" (except for bulk products and products exempted from the use of dangerous goods packaging by international regulations);

(3) Hazard characteristics classification and identification report;

(4) Sample of hazard warning label (excluding bulk products, same below), and safety data sheet. If the sample is in a foreign language, a corresponding Chinese translation must be provided;

(5) For products that require the addition of inhibitors or stabilizers, a description of the name and quantity of the actual added inhibitors or stabilizers should be provided.

V. The content of the inspection of import and export hazardous chemicals includes:

(1) Whether the product's main components/ingredients, physical and chemical properties, and hazard categories comply with the provisions of Article 4 of this announcement.

(2) Whether the product packaging has hazard warning labels (imported products should have Chinese hazard warning labels), and whether safety data sheets are attached (imported products should have Chinese safety data sheets); whether the content of the hazard warning labels and safety data sheets complies with the provisions of Article 4 of this announcement.
