Date:Dec 13, 2024

Specific Q: How to define "export dangerous goods"? For example, for products like light remote controls containing No. 5 zinc-manganese dry batteries, is it necessary to apply to the Entry-Exit Inspection and Quarantine Bureau for the use appraisal of dangerous goods packaging containers?

A: Hello! Dangerous goods refer to substances or items that pose a hazard to personal safety, public safety, and environmental safety. You can refer to the "List of Dangerous Goods" in the "United Nations Recommendations on the Transport of Dangerous Goods". Note: Some dangerous goods are not classified as hazardous chemicals, such as lithium batteries, storage batteries, matches, and automotive airbags. At the same time, some hazardous chemicals are not considered dangerous goods, such as boric acid. According to the Regulation on the implementation of the Law of the People's Republic of China on Import and Export Commodity Inspection, the Regulations on the Safety Management of Hazardous Chemicals, and the Announcement on Issues Concerning the Inspection and Supervision of Imported and Exported Hazardous Chemicals and the Packaging Thereof (General Administration of Customs Announcement No. 129, 2020), and other relevant regulations, hazardous chemicals listed in the "Catalogue of Hazardous Chemicals (2015)" that are imported and exported are subject to statutory inspection commodities. Please review the customs regulatory documents in detail, combine the actual situation of the goods.
