Specific Q: If a manufacturing enterprise produces hazardous chemicals and sells them to a hazardous chemical repacking enterprise for repacking (into smaller barrels) for export, can this hazardous chemical repacking enterprise (which has obtained legal repacking qualifications, has obtained a hazardous chemical business license, and has storage facilities) apply for the dangerous goods export packaging usage appraisal as the applicant and user?

A: Hello, enterprises engaged in the storage and operation of hazardous chemicals, which store and operate hazardous chemicals within the scope of their storage operation license (clearly marked as "operation with storage"), can apply to the local customs for an export dangerous goods packaging usage appraisal under controllable risk conditions; hazardous chemicals without storage operation qualifications, and whose sites do not meet the on-site inspection conditions for hazardous chemicals, cannot apply for an export dangerous goods packaging usage appraisal.
