Does the allocation of HCFC production and use quotas always follow the principle of "apply as much as you permit"?

For HCFC use quotas, the amount of quota issued is based on the enterprise's baseline year consumption volume and the phase-out process, and in principle, it should not exceed the quota issued in the previous year, so it is not at the discretion of the enterprise to apply for any amount; for HCFC production quotas, there are two types: total production quota and internal use production quota. If an enterprise applying for an HCFC production quota does not have a phase-out task in the current year, in principle, its quota application and permission for the next year should be the same as this year. However, the environmental protection department may adjust the internal use production quotas of various enterprises within a certain range proportionally, according to the demand of the consumption industry, to ensure market supply.
