On November 4, 2024, the Social Construction Committee of the National People's Congress released the "Report on the Review Results of Proposals Submitted by Delegates for Review by the Presidium of the Second Session of the Fourteenth National People's Congress" (hereinafter referred to as the "Report"), which examined the handling opinions of 41 delegate proposals, including the drafting of the "Hazardous Chemicals Safety Law."

6. Proposal for the Drafting of the "Hazardous Chemicals Safety Law"
The drafting of the "Hazardous Chemicals Safety Law" has been included in the first category of legislative planning by the Standing Committee of the Fourteenth National People's Congress and the legislative work plan for 2024, submitted for review by the State Council. Relevant departments of the State Council have twice sought written opinions from central units, local governments, research institutions, industry associations, and some enterprises, and are currently reviewing the draft according to the procedure. The Social Committee will continue to strengthen communication with the drafting departments to promote the timely perfection and review of the legal draft by the Standing Committee of the National People's Congress.

7. Proposal No. 255 by Wang Qing and 31 other delegates from the Hebei delegation concerning the drafting of the Hazardous Chemicals Safety Law. The proposal points out that with the development of the economy and society, new situations, problems, and risks have emerged in the field of hazardous chemicals safety. It suggests drafting the Hazardous Chemicals Safety Law to regulate the planning and layout of chemical parks, registration and identification, safety in production and storage, operational safety, transportation safety, usage safety, disposal safety, and emergency response.
The Ministry of Emergency Management stated that a draft of the Hazardous Chemicals Safety Law has been formed and opinions have been sought twice in writing from central units, local governments, research institutions, industry associations, and some enterprises, and it will be submitted for review according to the procedure. Going forward, efforts will continue to coordinate with relevant departments to actively push forward the legislative process. The Ministry of Justice indicated that it is currently working with the Ministry of Emergency Management to revise the draft for review, and will seriously consider and absorb the opinions proposed in the proposal to accelerate the review of the draft.
After study, the Social Committee agrees with the opinions mentioned above. The drafting of the Hazardous Chemicals Safety Law has been included in the first category of legislative planning by the Standing Committee of the Fourteenth National People's Congress and the legislative work plan for 2024. To facilitate the review of this law, in 2023, the Social Committee sought opinions and suggestions on legislation from relevant departments during the preliminary research phase of the Safety Production Law enforcement inspection in Zhejiang, Guangdong, and Chongqing. This year, during the special research on urban safety development by the Standing Committee of the National People's Congress, the focus was on the safety of hazardous chemicals. The Social Committee will continue to strengthen communication with the drafting departments to promote the timely perfection and review of the legal draft by the Standing Committee of the National People's Congress.
