Are fireworks and firecrackers considered hazardous chemicals?

Fireworks and firecrackers are not considered hazardous chemicals. According to the "Regulations on the Safety Management of Hazardous Chemicals," hazardous chemicals are defined as "chemicals that are toxic, corrosive, explosive, combustible, or supportive of combustion and pose a threat to human health, facilities, or the environment." The safety management of fireworks and firecrackers is not governed by this regulation but by the "Regulation on the Safety Administration of Fireworks and Firecrackers."
