How do foreign-invested enterprises export precursor chemicals?

Foreign-invested enterprises should submit the following written materials to the provincial commerce authorities: (1) the original "Application Form for the Import and Export of Precursor Chemicals by Foreign-Invested Enterprises" signed and stamped with the company seal; (2) a photocopy of the approval certificate with the joint annual inspection qualification mark; (3) a photocopy of the business license; (4) the approval document for the establishment of the enterprise issued by the commerce authorities, and copies of the joint venture contract or articles of association, and the capital verification report; (5) a license or registration certificate for the production, operation, or purchase of precursor chemicals; (6) a photocopy of the import or export contract (agreement); (7) a photocopy of the identity proof of the person handling the application.

In addition, to apply for an export license for precursor chemicals, one must also submit the original document proving the legal use of precursor chemicals issued by the competent authority of the importing country or a guarantee document for the legal use by the importer.
