China is an original signatory to the "Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction" (referred to as the "Convention"). To fulfill the obligations of the Convention, the State Council issued the "Regulations on the Management of Chemicals Subject to Supervision and Control in the People's Republic of China" on December 27, 1995. Article 3 of these regulations stipulates that the catalogue of controlled chemicals shall be proposed by the State Council's competent department of chemical industry and published after approval by the State Council. On May 15, 1996, with the approval of the State Council, the former Ministry of Chemical Industry published the "List of Various Chemicals Subject to Supervision and Control" (Order No. 11 of the Ministry of Chemical Industry, hereinafter referred to as the "List").
From November 25 to 29, 2019, the Organization for the Prohibition of Chemical Weapons (OPCW) convened the 24th Conference of the States Parties, during which two resolutions were passed: "Amendment to Section 1(A) of the Annex on Chemicals of the Chemical Weapons Convention" (C-24/DEC.4) and "Amendment to Section 1 of the Annex on Chemicals of the Chemical Weapons Convention" (C-24/DEC.5), adding a total of six chemicals to Schedule 1. On December 10, 2019, the OPCW Technical Secretariat issued a circular to all States Parties, consolidating some of the proposed Schedule 1 chemicals with similar properties and structures into four items.
In accordance with the provisions of the Convention, the Ministry of Industry and Information Technology initiated the domestic legislative process to add relevant controlled chemicals and revise the contents of the "List".
