According to the "Measures for the Public Security Management of Precursor Chemicals" (Ministry of Public Security Order No. 154), entities that sell or purchase precursor chemicals must, within five days of the sale or purchase, report the type, quantity, and destination of the precursor chemicals sold or purchased to the local county-level public security authorities through the Precursor Chemical Information System. Entities engaged in the precursor chemicals industry must establish security management organizations, develop comprehensive security management systems, and employ full-time security personnel to handle the security management of precursor chemicals. These entities must also report the establishment of their security management organizations and the employment of security personnel to the local county-level public security authorities. If an entity engaged in the precursor chemicals industry undergoes a change of production, ceases production, closes down, or dissolves, it must file a disposal plan for the production equipment, storage facilities, and stock of precursor chemicals with the competent authority and the local county-level public security authorities.
