Under what circumstances does the general license not apply to the export of dual-use items and technologies?

The general license does not apply in the following circumstances:

  1. The company has established a comprehensive internal export control mechanism but cannot confirm its effective implementation;
  2. The relevant administrative authorities believe that the export poses a proliferation risk or is otherwise inappropriate for a general license.
