Operators must submit the following application materials to the Ministry of Commerce or its delegated provincial commerce authorities when applying for a General Export License for Dual-Use Items and Technologies:

  1. Application form for the General Export License for Dual-Use Items and Technologies;
  2. Description and relevant proof of the establishment and operation of the internal control mechanism for dual-use items and technologies;
  3. A guarantee document that the operator has not received any criminal penalties or administrative sanctions from relevant authorities within the past three years;
  4. Proof of being a legitimate foreign trade operator;
  5. Description of the business activities involving the export of dual-use items and technologies, including: a description of the application and use of export licenses for dual-use items and technologies over the past two years; a description of sales channels and end-users for dual-use items and technologies, including relationships with transaction parties, transaction details, and information about importers and end-users;
  6. Details of the types of items and technologies for which the General Export License is sought, including related technical documentation;
  7. Guarantee documents required by relevant administrative regulations and rules, including end-user and end-use assurances obtained from the end-user before executing each contract;
  8. Other documents required by the competent authorities.
