The general licenses for the export of dual-use items and technologies are divided into Class A general licenses and Class B general licenses.

Class A general licenses allow exporters to export one or more specific dual-use items and technologies to one or more specific end-users in one or more specific countries (or regions) during the validity period of the license.

Class B general licenses allow exporters to repeatedly export the same type of specific dual-use items and technologies to a fixed end-user in the same specific country (or region) during the validity period of the license.
